Established in 1785, Spartanburg county on the northwest border of South Carolina had a population of 306,854 as of the 2010 census. It is the fifth most populous county in the state. The county seat is Spartanburg, and it is also the largest community. The county has a total area of 808 square miles of land, plus 11 square miles of water. Neighboring counties include two in North Carolina: Rutherford to the north, and Polk to the northwest. The remaining four bordering counties are all in South Carolina: Cherokee to the east, Union to the southeast, Laurens to the south, and Greenville to the west. Each county of South Carolina has a popularly elected clerk of court who serves a four year term. The clerk of court serves both the Circuit and Family Court as they operate in each county. The clerks of court are charged with docket management; receiving fees, fines, and costs; maintaining all court records; and handling reporting requirements. In the Circuit Court, their duties encompass both civil and criminal areas: receiving criminal trial lists; handling jury-related matters; performing courtroom duties. In the Family Courts, the clerks of court are responsible for receiving and disbursing support payments paid through the clerk of court; issuing Rules to Show Cause to bring non-paying obligors before the Family Court. All funding of clerks of court for staff, office space, and equipment is a county responsibility, except for a limited state salary and support personnel supplement. The clerk may serve as the Register of Mesne Conveyances and thus keep all records required by the recording statutes.
