Foster County is located in the U.S. state of North Dakota. The county was formed in 1873 and named after either James S. Foster or George I. Foster, brother, and prominent farmers during the territorial days. The county seat is Carrington. According to the U.S. Census Bureau of 2018, the county has a population of approximately 3,343 people. According to the U.S. Census Bureau, the county has a total area of 647 square miles, of which 635 square miles is land and 11 square miles is water. Foster County borders the following counties: Eddy County to the north; Griggs County to the east; Stutsman County to the south; and Wells County to the west. Foster County has seven zip codes. The Foster County Clerk of District Court is an appointed official. The Clerk of Court performs the following duties:

  • Acts as custodian of books, papers and records filed in the office.
  • Attends each session of District Court.
  • Maintains records of orders and judgments of the court.
  • Draws names of jurors, keeps records of jurors and witnesses for trials.
  • Schedule of court hearings.
  • Maintains exhibits presented in court.
  • Monitors all restitution, fines, costs and fees owed by defendants.

The Foster County Recorder is an elected position with a four year term. The Recorder performs the following duties:
