Warren County is located in the U.S. state of Pennsylvania. The county was formed in 1800 and named after Joseph Warren, a Revolutionary War general. The county seat is Warren. According to the U.S. Census Bureau of 2015, the county has a population of approximately 40,396 people. According to the U.S. Census Bureau, the county has a total area of 899 square miles of which 884 square miles is land and 14 square miles is water. Warren County borders the following counties: Chautauqua County, New York to the north; Cattaraugus County, New York to the northeast; McKean County to the east; Elk County to the southeast; Forest County to the south; Venango County to the southwest; Crawford County to the west and Erie County to the west. Warren County Register and Recorder’s Office Information

The Register and Recorder’s Office performs amongst its duties:

  • Registering of Wills.
  • Recording of Deed and other land records.
  • Clerk of Orphans’ Court.
  • Marriage Licenses.
  • Adoptions.
  • Processing Guardianships.

The Register of Wills office handles the probate of estates and the collection of inheritance tax for the Pennsylvania Department of Revenue. This office also handles the filing of the inheritance tax returns.

The Recorder of Deeds is the repository for land records. Its responsibilities include receiving, recording processing and delivering deeds, deed restrictions, mortgages, satisfaction pieces, releases, assignments, easements, rights of ways, leases, survey maps, and miscellaneous documents. The office also handles bonds and commissions for notaries and elected officials as well as military discharge records. All transactions are public record with the exception of the Military Discharge records. The Recorder of Deeds is also an Agent for the Department of Revenue with the collection of Realty Transfer Tax.

The Clerk of Orphans’ Court Issues marriage licenses, petitions for guardianship, petitions for small estates, family settlement agreements, annual accountings, first and final accountings, adoptions and other court related issues.
