Tioga County is located in the U.S. state of Pennsylvania. The county was formed in 1804 and named after Tioga River. The county seat is Wellsboro. According to the U.S. Census Bureau of 2015, the county has a population of approximately 41,877 people. According to the U.S. Census Bureau, the county has a total area of 1,137 square miles of which 1,134 square miles is land and 3.2 square miles is water. Tioga County borders the following counties: Steuben County, New York to the north; Chemung County, New York to the northeast; Bradford County to the east; Lycoming County to the south and Potter County to the west. Tioga County Register of Wills, Recorder of Deeds and Clerk of Orphans’ Court Office Information

The Recorder of Deeds is the repository for land records. Its responsibilities include receiving, recording processing and delivering deeds, deed restrictions, mortgages, satisfaction pieces, releases, assignments, easements, rights of ways, leases, survey maps, and miscellaneous documents. The office also handles bonds and commissions for notaries and elected officials as well as military discharge records. All transactions are public record with the exception of the Military Discharge records. The Recorder of Deeds is also an Agent for the Department of Revenue with the collection of Realty Transfer Tax.

The Register of Wills has jurisdiction of the probate of wills and grant of letters to a personal representative of a decedent who resided in Tioga County. The Register of Wills serves as an agent for the Commonwealth of Pennsylvania in the collection of Inheritance Tax. These documents are all public records.

The Clerk of Orphans’ Court Issues marriage licenses, petitions for guardianship, petitions for small estates, family settlement agreements, annual accountings, first and final accountings, adoptions and other court related issues. All of the Orphans’ Court records are public records with the exception of adoptions which records are sealed by the Court and not accessible to the public.
