Douglas County is located in Southwestern Oregon.The county seat is Roseburg. Douglas County was established in 1852 from a part of Umpqua County. It was named in honor of Stephen Arnold Douglas, a US Senator from Illinois.
The county is made up of 5,036 square miles of land and 98 square miles of water. It has an estimated population of 108,457 residents based on the 2016 census. Douglas County is bordered in the north by Lane County, in the east by Klamath County, in the west by Coos County, and in the south by Curry, Josephine, and Jackson Counties. The County Clerk for Douglas County is Patricia Hitt. The Clerk’s Office is open from Monday through Friday, 9am to 12nn and 1pm to 4pm, except on holidays. The Clerk’s Office is comprised of three divisions – the Recording Division, the Elections Division, and the Archives Division. I

The Recording Division is responsible for keeping a permanent public record of liens, plats and partitioning maps, real estate transactions, and mining claim locations. The Elections Division handles voter registration and conducting all elections in the county. The Archives Division is responsible for the safekeeping of records which must be preserved for a certain amount of time, some of which must be preserved permanently.

Aside from these functions, the County Clerk is also the board clerk of the Board of Property Tax Appeals. She is also responsible for keeping a permanent record of the official proceedings of the Board of County Commissioners. Moreover, she issues marriage certificates, birth certificates, and death certificates as well as records military discharges.

The Assessor’s Office handles the appraisal and assessment of all property within the county as well as the collection of taxes. The Cartography Department of the Assessor’s Office is responsible for the safekeeping of all records pertaining to the ownership of property in Douglas County as well as the plat map maintenance of those ownership boundaries and the taxing districts they are found in. The office also handles address changes, exemptions and deferrals, and reviews or appeals. The Assessor’s Office is open Monday through Thursday from 8am to 5pm.

The Assessor’s Office creates and provides the public access to maps and information on property locations. The office also estimates a taxable property’s market value as well as reviews property review requests and appeals. In addition, it performs Manufactured Dwelling title transfers.
