Open Public Record Act:

In Hawaii, the Uniform Information Practices Act (UIPA) allows the general public access to government records which are defined as any information maintained by a government agency that has been recorded in any form. These records could be documents, films, tapes, tape recordings, microfilms, and electronic records. There are exemptions to this law which include records that will invade personal privacy, confidential records, medical records, and records protected by court orders. The UIPA also allows the public to obtain copies of government records provided that they pay for the copies.

Birth Records:

Copies of birth records are available at the Office of Vital Records. Any requests for copies must be made in writing or online. The cost of a certified copy is $10 for the first copy and $4 for each additional copy. A portal administration fee of $2.50 will be charged for each certificate order up to 5 copies and for each 5-copy increment orders after. You can pay the fee using credit card or cash (not for requests made by mail), money order, certified check, or cashier’s check. All fees are non-refundable. For requests made in person or online, you will need to provide a copy of a government-issued photo ID and a completed application form.

Not everyone can request a copy of a birth certificate. You are eligible to submit an application if you are one of the following individuals:

  • the registrant (the name on the record)
  • the registrant’s spouse
  • the registrant’s parents
  • child/grandchild of registrant
  • sibling/grandparent/uncle/aunt/niece/nephew/cousin
  • legal guardian
  • person or agency acting on behalf of registrant
  • personal representative of the registrant’s estate
  • adoptive parents
  • To order a birth certificate, you will need to provide the following information:

  • Your name, address, and contact number
  • your relationship to the person named on the certificate
  • the reason why you need the certificate
  • the full name/s listed on the certificate
  • the date of the event
  • the location where the event occurred
  • the full names of the father and mother (maiden name)
  • Marriage Records:

    The Office of Vital Records maintains marriage records of all marriages that have occurred in the state of Hawaii. Any requests for copies must be made in writing or online; requests made over the phone or through fax will not be entertained. The cost of a certified copy is $10 for the first copy and $4 for each additional copy. A portal administration fee of $2.50 will be charged for each certificate order up to 5 copies and for each 5-copy increment orders after. You can pay the fee using credit card or cash (not for requests made by mail), money order, certified check, or cashier’s check. All fees are non-refundable. For requests made in person or online, you will need to provide a copy of a government-issued photo ID and a completed application form.

  • When making a request, you will need to be able to provide the following information:

  • the full name/s listed on the certificate
  • the date of the event
  • the location where the event occurred
  • the full names of the father and mother (maiden name)
  • Death Records:

    The Office of Vital Records is also responsible for maintaining the records of all deaths that have occurred in the state. You can request for a copy of a death certificate online, in person, or by mail only. You will first need to make sure that you are eligible to receive a copy of the certificate. The following individuals are considered eligible:

  • the registrant (the name on the record)
  • the registrant’s spouse
  • the registrant’s parents
  • child/grandchild of registrant
  • sibling/grandparent/uncle/aunt/niece/nephew/cousin
  • legal guardian
  • person or agency acting on behalf of registrant
  • personal representative of the registrant’s estate
  • adoptive parents
  • former spouse
  • non-related co-owner of property
  • insurance company
  • To make order a copy of a death certificate, you will be required to provide the following information:

  • Your name, address, and contact number
  • your relationship to the person named on the certificate
  • the reason why you need the certificate
  • the full name/s listed on the certificate
  • the date of the event
  • the location where the event occurred
  • the full names of the father and mother (maiden name)
  • You will also need to submit a completed application form, a copy of your government-issued photo ID, and the proper fee. The cost of the first certified copy is $10 and each additional copy costs $4. You will also be charged a $2.50 portal administration fee for each certificate order up to 5 copies and for each 5-copy increment after that. You can pay the fee using a credit card (online) or cash (in-person only). You can also send a money order, certified check, or cashier’s check. All fees are non-refundable.

You will be able to get information on all officials including the Governor who is currently Governor Ige to all the Hawaii Senators and Hawaii Representatives. Each elected official has his/her photo, phone number, fax number, and website listed on this page.
