Caroline County Overview
Caroline County is on the eastern portion of the state of Virginia and was created in 1728. The Rappahannock River borders on the north and the county is home to the historic town of Port Royal. Bowling Green is both the county seat and the largest community. Caroline County was named in honor of Caroline of Ansbach, wife of the then reigning king, George II of Great Britain. It is the birthplace of the renowned racehorse Secretariat, winner of the 1973 Kentucky Derby, Preakness Stakes and Belmont Stakes; the Triple Crown. The population was 28,545 as of the 2010 census. During Union General Ulysses S. Grant’s Overland Campaign, during the Civil War, Confederate troops under General George E. Pickett fought Union troops near Milford. Just as the Civil War was concluding in April 1865, President Lincoln was assassinated in Washington, DC as part of a conspiracy to kill the leaders of the United States. As the alleged felons fled, a manhunt was launched. After 10 days, in the wee hours of April 26, federal troops tracked down John Wilkes Booth, Lincoln’s assassin, and fellow conspirator David E. Herold at Garrett’s farm about 3 miles west of Port Royal. Booth was fatally shot during their capture by federal troops. Herold was returned to Washington, where he was executed by hanging with three co-conspirators on July 7, 1865. The total area of the county is 528 square miles of land, plus nine square miles of water. The county is halfway between Fredericksburg to the north, and the capitol city of Richmond to the south. The county is also home to a quarry that has been a rich source of pre-historic whale and shark skeletons. The whole county is in what was in ancient times an ocean. It is known to paleontologists as the middle Miocene Calvert Formation of Virginia. Adjacent counties are: Spotsylvania and King George to the north, Hanover to the south, King William, Essex and King and Queen to the east, and Spotsylvania to the west. The county is also home to the Port Royal unit of the nationally protected, Rappahannock River Valley National Wildlife Refuge. Of the ten zip codes used by the county, the most populous is 22546.

Circuit courts are the principal trial courts of the state and hear both civil and criminal cases. The circuit court has jurisdiction over suits for damages more than $15,000, as well as all equity matters, including divorce cases, disputes concerning wills and estates, and controversies involving property. In criminal cases, the circuit court tries all felony cases and will hear misdemeanor cases under some circumstances. This court will also hear appeals from the general district court and from the juvenile and domestic relations court. The Clerk maintains title records on all land parcels and receives documentary evidence of all ownership transfers and interests in property. Lawsuits and criminal actions before the Courts of the County are processed through the Clerk’s Office and records associated with those actions are maintained there as well. Other duties include the probation and recording of wills, issuance of marriage licenses, and the recording of all adoptions, divorces, liens, corporations and other public legal documents. Annually, the Clerk receives notice of tax assessment on every parcel and item of personal property in the County.
