Morrow County is located in North Central Oregon. Heppner is the county seat. The county was created in 1885 and named after Jackson L. Morrow, one of the first white settlers in the area who also served as a member of the state legislature. The total area of the county is 2,049 square miles with an estimated population of 11,274 (2016 census). The county is bordered in the east by Umatilla County, in the south by Grant County, in the southwest by Wheeler County, in the west by Gilliam County, in the northwest by Klickitat County (Washington), and in the north by Benton County (Washington). The County Clerk is the official record keeper and chief election officer for Morrow County. Morrow Court Records Information

Court records that are not sealed or considered confidential can be accessed by the public. Some documents have been digitized and can be viewed using the kiosk computers in the lobby of the courthouse. Files that have not been digitized can only be viewed at the court counter during business hours as long as you make the request ahead of time. Audio transcript files are only available upon request. You will need to submit a Records Request form. Requests may take up to 4 weeks to process and are handled on a first come, first serve basis.
