Columbia County, Oregon Overview
Columbia County can be found in the northwestern region of Oregon. St. Helens serves as the county seat. In 1854, the county was created from a portion of Washington County. It was named after the Columbia River which borders the county’s northern and eastern sides.
Columbia County has a total area of 688 square miles, most of which is land (657 square miles). It has an estimated population of 50,785 residents according to the 2016 census. Columbia County is bordered by two Washington State counties (Wahkiakum and Cowlitz) in the north; Clark County, Washington in the east; Multnomah County and Washington County, Oregon in the south; and Clatsop County in the east. The County Clerk is responsible for the safekeeping of public records for Columbia County. The office is open Monday through Friday from 8:30am to 5pm. Documents are recorded from 9am to 4pm. Applications for passports and marriage licenses are accepted Monday through Thursday from 8:30am to 4pm and on Fridays from 8:30am to 3:30pm.

The County Clerk’s Office accepts the filing of Board Property Tax Appeals. The following forms are available for download on its website: Real Property Petition and Instructions for Filing, Personal Property Petition and Instructions for Filing, Petition for Waiver of Late Filing Penalty, and Authorization to Represent.
Documents that can be requested from the County Clerk include mining claims, death certificates, judgments, military discharge DD214, liens, warrants, and satisfaction of judgments. Most documents requested will have a recording fee of $51 with a $5 fee per additional page.
The Assessor’s Office for Columbia County is responsible for the assessment of all property in the county and the collection of property taxes. The office is open from Monday through Friday, 8:30 a.m. to 5:00 p.m., except for the second Thursday of each month. On this day, the office is only open from 8:30am to 12nn for staff work sessions and training.
