Carroll County, Ohio

Carroll County is located near the eastern border of Ohio and had approximately 28,836 people as of the 2010 census. It’s named for Charles Carroll, who was the last surviving signer of the Declaration of Independence. The county consists of 399 square miles, 395 of which are land and is surrounded by Columbiana County to the northeast, Jefferson County to the southeast, Harrison County to the south, Tuscarawas County to the southwest and Stark County to the northwest. There are 20 zip codes in the county with the most populous being 44615, 44644 and 44657, with 69% of the population.

The County Recorder is responsible for property related documents that include mortgages, GIS maps, surveys and plats. This information is generally considered public record and can therefore be requested by the general public as needed. Many of the property records are available online; however others may also be requested directly from the office of the Recorder. Documents related to birth and death, military and others are not available through this office and must be requested via specific government agencies, for example, the County Health department maintains birth and death records.

In order to obtain a marriage license in Carroll County, the applicants must apply together, in person, at the County Clerk’s office. Both parties must present their state-issued picture ID, military ID, or passport, and know their social security number
