Spencer County is located in the U.S. state of Indiana. The county was formed in 1818 and named after Captain Spier Spencer, the hero of the Battle of Tippecanoe. The county seat is Rockport.   • Collecting child support payments and maintaining the records of the Indiana Child Support Enforcement Systems
