Jay County is located in the U.S. state of Indiana. The county was formed in 1835 and named after John Jay, first Chief Justice of the United States Supreme Court. The county seat is Portland. According to the U.S. Census Bureau of 2013; the county has a population of approximately 21,330 people. According to the U.S. Census Bureau, the county has a total area of 384.08 square miles, of which 383.90 square miles is land and 0.18 square miles is water. Jay County borders the following counties: Adams County to the north; Mercer County, Ohio to the east; Darke County, Ohio to the southeast; Randolph County to the south; Delaware County to the southwest; Blackford County to the west; and Wells County to the northwest. Jay County Clerk’s Office Information

As a member of the Election Board, the Clerk is responsible for voter registrations and oversees and conducts all elections. The Clerk administers for all federal, state, county, township, municipal, special, and school board elections. The Clerk collects and disburses child support payments.
