Latah County is located in the U.S. state of Latah. The county was formed in 1888 and named after the Latah Creek in Nez Perce County. The county seat is Moscow. According to the U.S. Census Bureau of 2013, the county has a population of approximately 38,078 people. According to the U.S. Census Bureau, the county has a total area of 1,077 square miles, of which 1,076 square miles is land and 0.9 square miles is water. Latah County borders the following counties: Benewah County to the north; Shoshone County to the northeast; Clearwater County to the east; Nez Perce County to the south; and Whitman County, Washington to the west. Latah County Clerk/Auditor/Recorder Office Information

The Auditor is the chief accounting officer of the county. The Auditor is responsible for recording appropriations made to county agencies, the outstanding liabilities against these appropriations and the expenditures made against the appropriations. The Auditor also maintains accounting records on the revenues, expenditures, and balances in each county fund. The Auditor also prepares the financial reports for the Board of Commissioners. Other responsibilities of the Auditor is to audit all receipts and expenditures of the county, prepare county warrants for payment of all county bills, calculates the percent of market value equivalent to tax levies for each taxing district. The Auditor serves as ex-officio recorder and is responsible for recording, filing and indexing legal documents, processes passport applications, and issuing marriage licenses, issuing liquor licenses, preserve all records, maps and other documents deposited in the office.

The Clerk is also the Chief elections officer of the county and is responsible for voter registrations and administering all elections in the county. The Auditor is the elected Clerk of the District Court, ex-officio Clerk of the Board of County Commissioners, and ex-officio Auditor/Recorder. The Clerk also serves as jury commission for the county.

Latah County District Court Information

Latah County has two resident Judges, one District, and one Magistrate. The District Judge has original jurisdiction in all cases and proceedings; in the issuance of writs of mandamus, certiorari, prohibition, habeas corpus and all writs necessary to the exercise of his/her powers; appellate jurisdiction extends to all cases assigned to the Magistrate’s division of the District Court and to all other matters and cases where an appeal is allowed by law.

The Magistrate Judge is responsible for infractions/trials, misdemeanors/trials, small claims court, felony probable-cause hearings/felony preliminary hearings, divorce proceedings, domestic violence hearings and is granted jurisdiction in civil proceedings where the amount in controversy does not exceed $10,000.

Latah County Assessor Office Information

The primary responsibility of the Assessor is to re-evaluate and assess all real and personal property within Latah County for property tax purposes. The assessor ensures that all properties are assessed at its market value. The County Assessor is also responsible for the licensing and titling of vehicles and vessels performed at the DMV.
