Franklin County Clerk Information

Elaine Evans was first appointed county clerk for Franklin County, Georgia on June 13, 2013 to begin her term on July 1, 2013. She has since been reappointed each January. Mrs. Evans is a lifelong resident of Northeast Georgia. Her interests include reading; spending time with family and friends; and involvement in her church.

Mrs. Evans is a graduate of Athens Technical College with an Associate Degree in Accounting. She also holds certifications from the Carl Vinson Institute of Government in Human Resource Management, Advanced Human Resource Management and County Clerk. Mrs. Evans is a member of the Georgia Local Government Personnel Association and the Georgia County Clerks Association. She is a graduate of Leadership Franklin.

The duties of the County Clerk as performed by Mrs. Evans are to provide administrative support to the Franklin County Board of Commissioners; County Manager, Constitutional Officers and Departmental Supervisors. She also serves as the Open Records Officer. Mrs. Evans is the Accounting Clerk for the Franklin-Hart Airport Authority. Agenda preparation and meeting minutes transcription fall under the duties of the County Clerk. Financial reconciliation of accounts and SPLOST reconciliation and processing are also part of the County Clerk’s duties.

Franklin Clerk of Superior Court Information

Missy Holbrook serves as Franklin County’s Clerk of Superior Court. She was elected to this position in 1993. She manages Superior and Juvenile Court in Franklin County. The Clerk of Superior Court is a constitutional officer elected by the voters of Franklin County to serve a four-year term.

Background of the Office of Clerk of Superior Court

  • The Clerk of Superior Court is established in the Constitution of the State of Georgia. The clerk is one of the four constitutional officers who can be found in each of the 159 counties in the state, the other constitutional officers are the sheriff, the tax commissioner and the probate judge. The clerk’s duties are statutory in nature and are found in the Official Code of Georgia in literally hundreds of statutes created by the state legislature. In addition, the clerk has an obligation to follow the court rules for each court they may serve. The clerk is found to be one of the most popular elected officials in each county, providing personal service directly to the public on a daily basis through direct contact with the clerk or through contact with his or her deputy clerks.

Franklin Tax Assessor Information
