Tolland County Overview
Tolland County is a county located in the northeastern part of the U.S. state of Connecticut. As of the 2010 census, the population was 152,691. Tolland County is incorporated into thirteen towns and was originally formed on 13 October 1785 from portions of eastern Hartford County, Connecticut and western Windham County, Connecticut. Counties in Connecticut have no governmental function: all legal power is vested in the state, city, and town governments. The office of High Sheriff in Connecticut counties was officially abolished by ballot in 2000, and corrections and court service were transferred to the state marshals. Tolland County has the same boundaries as the Tolland Judicial District. According to the U.S. Census Bureau, the county has a total area of 417 square miles, of which 410 square miles is land and 6.8 square miles is water. It is the second-smallest county in Connecticut by land area and smallest by total area. Neighboring counties include two in Massachusetts to the northwest, Hampden and to the northeast, Worcester. Three Connecticut counties border to the west (Hartford) south (New London) and east (Windham). Seventeen zip codes are used in the county, 06066 is the largest.

The Town Clerk is responsible for recording, maintaining and preserving town records such as: the Town Code Book (Charter, Ordinances, Policies and Procedures) land records, subdivision and survey maps, servicemen’s discharge records, trade name certificates, cemetery reports, meeting schedules, and official agendas and minutes. We report all land transfers to the Assessor and Tax Collector; make various reports to the State and Town; assists residents in registering to vote and also assists the Registrar of Voters with all elections, primaries and referenda. We regulate the issuance of hunting, fishing, dog, and vendor licenses; collect State conveyance tax on all transfers of property and remit same to the State Tax Department. As Registrar of Vital Statistics, we issue marriage licenses, burial permits, cremation permits and have custody of birth, marriage, and death records.

The Assessor is responsible for maintaining a uniform distribution of the property tax burden among all the taxpayers, and ensuring that procedures are performed in accordance with provisions of the Connecticut General Statues Title 12. The Assessor’s Office is responsible for preparing a yearly Grand List that identifies all taxable Real and Personal Property located in Tolland as of October 1. Assessment records are updated from documents received from the Town Clerk’s Office, Planning & Development, Zoning and the Building Inspector. Tax maps are maintained on an annual basis. Inspections are made of all properties receiving building permits during the year as well as properties where work has been done without proper permits. It is the responsibility of the Assessor’s Office to determine eligibility for various statutory and local exemptions. These include veterans, elderly, disabled, blind, solar, manufactures, farm and forest, among others. Numerous reports are prepared for various private, state, and municipal agencies. Appraisal reports are reviewed for properties the Town is interested in acquiring. The Assessor’s Office is required to supervise and coordinate the revaluation of all taxable and exempt property. Revaluations are now required every five years by State Statutes.

The principal functions of the Collector of Revenue are to bill, collect, and record tax revenue. Other collection functions include departmental revenue, sewer and water assessments, Small Cities Grant program income, and Tolland Non-profit Housing Corporations’ monthly user fees. The office is also responsible for delinquent billings, issuing Alias Tax Warrants, filing and releasing liens, initiating tax sales and reporting delinquencies and payments to the Department of Motor Vehicles. The Office of the Collector of Revenue prepares bills and collects taxes for real estate, motor vehicles, and personal property according to the General Statutes of the State of Connecticut (Sec.12-130 et seq.). Approximately 22,000 bills are mailed each year.
As is the case with all eight of Connecticut’s counties, there is no county government and no county seat. As an area, it is only a geographical point of reference. In Connecticut, the cities and towns are responsible for all local governmental activities including fire and rescue, schools, and snow removal; in a few cases, neighboring towns will share certain resources.
