Phillips County is located in the U.S. state of Colorado. The county was formed in 1889 and named after R.O. Phillips, secretary of the Lincoln Land Company, which sold farmsteads in the area. The county seat is Holyoke. According to the U.S. Census Bureau of 2013, the county has a population of approximately 4,356 people. According to the U.S. Census Bureau, the county has a total area of 688 square miles, of which 688 square miles is land and 0.1 square miles is water. Phillips County borders the following counties: Sedgwick County to the north; Perkins County, Nebraska to the northeast; Chase County, Nebraska to the east; Yuma County to the south; and Logan County to the west. The Phillips County Clerk and Recorder is the Chief Election Official of the County. The County Clerk and Recorder is responsible for voter registration, appointing election judges, printing and distributing ballots, and holding all kind of elections in the county including primary, general, and county elections.
