The Kings County Clerk/Recorder is the custodian of all non-judicial public records and the recorder of real property documents. Other duties of the County Clerk/Recorder’s office include the issuance and registration of Fictitious Business Names, Marriage Licenses, Birth & Death Certificates, Photocopier and Unlawful Detainer License, Notary Bond filings and Oaths, and the licensing of Process Servers and Legal Document Assistants. The types of documents/records that are maintained by the County Clerk/Recorder are established by California law. Once a document is recorded, it becomes a public record. The Clerk/Recorder is also the local commissioner of civil marriages and performs wedding ceremonies. The County Assessor is a constitutionally elected official whose primary responsibility is the discovery, valuation and enrollment of all locally assessable property within Kings County.
