Phillips County, Arkansas Overview

Phillips County is a county located in the eastern part of the U.S. state of Arkansas, in what is known as the Arkansas Delta along the Mississippi River. As of the 2010 census, the population was 21,757. The county seat, and largest community is Helena-West Helena. Phillips County is Arkansas’s seventh county, formed on May 1, 1820, and named for Sylvanus Phillips, the area’s first-known white settler and representative to the first Territorial Legislature of the Arkansas Territory. The county has a total are of 727 square miles, 696 of which is land, and the remaining 32 square miles is water. This lowland area was developed for cotton plantations in the antebellum area and is still largely rural. The county is bordered to the northeast, east and southeast by Mississippi counties: Tunica, Coahoma and Bolivar respectively. To the north is Lee County Arkansas, Desha County, AR is to the south, and Arkansas and Monroe counties are to the southwest and northwest respectively. There are two nationally protected areas, partially inside the county line, and they are: St. Francis National Forest and the White River National Wildlife Refuge. The County Clerk is responsible for the daily operations of the County Clerk Office, Quorum Court Secretary, Budget Account Figures, and delegating the responsibilities of the office. The County Clerk Chief Deputy is responsible for the daily payment of county invoices, in charge of the county probate files, in charge of tax work, Equalization Board Secretary, and assisting at the counter with marriage licenses. The County Clerk Deputy is responsible for all county payroll procedures and for all voter registration records and assists at the counter with marriage licenses.

The Circuit Clerk is the clerk of the circuit, domestic relations, and juvenile court and usually acts as the ex-officio recorder of the county. The Circuit Clerks office prepares summons, warrants, orders, judgments, and injunctions authorized by the circuit court for delivery by the county sheriff. This office also maintains a file of all cases pending in either court, as well as a record of all past court cases and their disposition. In addition, the circuit clerk keeps a list of all prospective jurors. The Chief Deputy helps maintain the records of all proceedings of the circuit courts and to prepare the dockets for these courts. In addition, the clerk keeps a list of all prospective jurors. The Deputy Clerk is responsible for recording deeds, mortgages, liens and surety bonds, and many other orders and instruments which involve property within the county.

The Assessor is responsible for the assessment of all personal and real estate properties within the county per Arkansas State Code §26-26-717.

The collector is responsible for collecting all property taxes from the first day of March to the fifteenth day of October during the calendar year after they are assessed. Any real or personal property taxes not paid by October 15 of each year are considered delinquent and the collector extends a 10% penalty against the taxpayer (ACA 26-36-201). Before December 1 of each year, the collector prepares a list of delinquent property taxes and delivers the list to a legal newspaper for publication. All lands upon which the taxes have not been paid for one (1) year following the date the taxes are due are forfeited to the State of Arkansas and transmitted by certification to the Commissioner of State Lands for collection or sale (ACA 26-37-101).
