Lincoln County, Arkansas Overview

Lincoln County is located between the Arkansas Timberlands and Arkansas Delta in the U.S. state of Arkansas. It is also within the Pine Bluff metro area, and on the outer edge of the Central Arkansas region. The county is named for Abraham Lincoln, the 16th President of the United States. Created as Arkansas’s 65th county on March 28, 1871, Lincoln County has three incorporated cities, including Star City, the county seat, largest community, and most populous city. The county contains 46 unincorporated communities and ghost towns, Cane Creek State Park at the confluence of Cane Creek and Bayou Bartholomew, and nine listings on the National Register of Historic Places to preserve the history and culture of the county. Lincoln County occupies 572.17 square miles and contained a population of 14,134 people in 4,207 households as of the 2010 Census, ranking it 69th in size and 52nd in population among the state’s 75 counties. The economy is largely based on agriculture and the two state prisons in the county. Poverty and unemployment rates are above national averages, but steady. Household incomes are below state and national averages. The Arkansas Department of Correction operates two prisons in unincorporated areas in the county. The Varner Unit is in Varner, and the Cummins Unit is near Varner. The county is located approximately 68 miles southeast of Little Rock, 170 miles southwest of Memphis, Tennessee, and 200 miles northwest of Jackson, Mississippi. Randolph County is surrounded by two Delta counties to the east, Arkansas County and Desha County, and a Timberlands county to the west, Cleveland County. The County Clerk is responsible for the daily operations of the County Clerk Office, Quorum Court Secretary, Budget Account Figures, and delegating the responsibilities of the office. The County Clerk Chief Deputy is responsible for the daily payment of county invoices, in charge of the county probate files, in charge of tax work, Equalization Board Secretary, and assisting at the counter with marriage licenses. The County Clerk Deputy is responsible for all county payroll procedures and for all voter registration records and assists at the counter with marriage licenses.

The Circuit Clerk is the clerk of the circuit, domestic relations, and juvenile court and usually acts as the ex-officio recorder of the county. The Circuit Clerks office prepares summons, warrants, orders, judgments, and injunctions authorized by the circuit court for delivery by the county sheriff. This office also maintains a file of all cases pending in either court, as well as a record of all past court cases and their disposition. In addition, the circuit clerk keeps a list of all prospective jurors. The Chief Deputy helps maintain the records of all proceedings of the circuit courts and to prepare the dockets for these courts. In addition, the clerk keeps a list of all prospective jurors. The major duty is listing and valuation of real and personal property in the county as established by the Arkansas Constitution and the State Personal and Property Tax Code §26-26-717. 2.
