Cleveland County, Arkansas Overview

Located in the state of Arkansas, Cleveland County has a population of about 8,689, according to the US Census Bureau. The county seat is Rison, and it is also the largest community. Cleveland County is included in the Pine Bluff, AR Metropolitan Statistical Area, which is also included in the Little Rock-North Little Rock, AR Combined Statistical. Established in 1873, Cleveland is Arkansas’s 71st county, and it is named for Stephen W. Dorsey, the U.S. Senator from Arkansas. It was formerly known as Dorsey County. When he was indicted for defrauding the Post Office, they renamed it on March 5, 1885, for Grover Cleveland, the newly elected President of the United States. The Battle of Mark’s Mills, the pivotal engagement in the Union Army’s ill-fated Camden Expedition during the U.S. Civil War, took place in what is now Cleveland County. This engagement resulted in a crushing victory for Confederate forces, though the victory ultimately proved to be hollow when Federal General Frederick Steele and the rest of his army managed to escape from Camden to Little Rock. The county has a total area of 599 square miles, 598 of which is land and the remaining one square mile is water. The county is bordered on all sides by neighboring Arkansas counties; Grant to the northwest, Jefferson to the northeast, Lincoln to the east, Drew to the southeast, Bradley to the south, Calhoun to the southwest and Dallas to the west. Jimmy Cummings is also the Circuit Court Clerk. The primary duties of the office revolve around filing, docketing, attending court, issuing of notices, records management, and reporting to the Administrative Office of the Courts. It is the responsibility of the Circuit Clerk to prepare a list of prospective jurors, docket cases of the respective courts, issue summonses, subpoenas, writs and warrants related to each case, attend court and swear witnesses. The Clerk maintains the records of the civil, criminal and Juvenile divisions of the Courts and prepares transcripts of proceedings under appeal. In addition, duties of the office in the capacity of Recorder include recording all deeds, mortgages, and conveyances of lands and buildings lying within the County, as well as maps and plats of newly laid out villages and all records from other counties concerning land sales or conveyance which affect title in the County. Other duties assigned the Recorder include the recording of powers of attorney, liens on real property, soldier’s discharges, leases, financing statements, performance bonds and public official bonds. The records of the Circuit Courts are the evidence of their official acts and, therefore, it is necessary that they be accurately recorded and well maintained.
